The conceptual plan calls for extending the grid of the city into a large waterfront brownfield site, broken into smaller units and connected to major arterial streets. The plan also calls for a portion of the site to be used for Western Washington University buildings-some related to marine and environmental studies.

 

In the late 1990’s, the Georgia Pacific company began to close operations at its long-standing site on the waterfront of Bellingham, and by 2006 the plant was essentially closed and the company was in the process of cleaning it up and turning it over to the Port of Bellingham. A handful of older and newer buildings remain on the site, portions of which have been cleared of industrial processing equipment; other portions of which have been capped as part of a SuperFund site remediation.

The plan reserves at least 20% of the site along the shoreline for public parks, trails, and esplanades. Both natural shorelines and built shorelines are called for, and a former wastewater pond is slated to be converted into a marina. Two major portions of the property are retained for water-related uses such as shipping, recreational boating, boat repair and maintenance. Structured parking for the university in several locations serves an evolving development of both dense residential and office spaces.
